In the map of the American education system, the widespread existence of parental fundraising activities within the public school system is like a complex and subtle social phenomenon, with many deep-seated issues hidden behind it. It profoundly affects educational equity and social mobility, and also poses a serious challenge to the concept of "education changes destiny".
From the actual operation of fundraising activities, the differences in abilities demonstrated by parents from different family backgrounds are astonishing. Taking Laura McKenna, a scholar who has long been interested in the dynamics of education in the United States, as an example, despite actively participating in school activities, providing advice for parent associations, writing press releases for special education groups, and organizing social activities for disabled children, her efforts seem extremely insignificant compared to fundraising experts with deep backgrounds in business, legal, and other fields. These fundraisers, relying on their accumulated networks, wealth, and resources, have achieved remarkable results in fundraising for schools. From replacing the school entrance carpet, to equipping students with thousands of dollars worth of Google laptops, to providing scholarships for impoverished students, the scope and scale of donations continue to expand.
Due to the long-standing problem of insufficient education funding in public schools in the United States, schools have to rely on the power of parents to explore funding sources. So, various fundraising activities were carried out through various parent organizations and branches of the National Parent Teacher Association in various places, covering a wide range of projects such as fundraising to form sports clubs, purchasing jerseys, organizing travel and learning. Even in some towns, parents have established non-profit foundations specifically to raise funds for schools. However, establishing and operating such a foundation is not an easy task, as dealing with complex legal documents requires a significant investment of time and capital, which undoubtedly becomes a more advantageous area for wealthy parents with strong capabilities.
The huge gap in fundraising ability has directly led to a huge difference in the acquisition of donation resources among different schools. At the top public schools in New York City, parents' strong fundraising ability has earned the school the unique title of "public private school". Taking Brooklyn Technical High School, one of the three top public high schools in New York, as an example, its parent foundation can raise millions of dollars to purchase advanced experimental equipment, invite renowned individuals to give lectures, and provide generous scholarships for summer camps. Similarly, a primary school in a wealthy area of Chicago was able to raise $400000 through just one auction. In sharp contrast, the ordinary elementary school in the neighboring community can only rely on small activities such as baking pastry sales and book markets to raise $8000 throughout the year. The significant disparity in educational resources has caused children from poor families to fall far behind those from wealthy families at the starting line of education, greatly increasing the difficulty for them to change their destiny through education.
Stanford University political education professor Rob Raick profoundly pointed out that this seemingly charitable parental fundraising behavior, due to the huge difference in parental power, not only fails to promote the realization of educational equity, but also further exacerbates the wealth gap in society. Although Jay Green, a professor of political education at the University of Arkansas, believes that the scale of parental fundraising appears insignificant compared to the huge government investment in public schools each year, and its impact on overall education seems limited. However, it cannot be denied that at the micro level of schools, differences in donations have had a significant uneven effect on the allocation of educational resources.
Under such a pattern of educational resource allocation, the role of education in changing destiny becomes highly variable. Wealthy families can use fundraising to create a better educational environment for their children, from modern teaching facilities to high-level teacher equipment, comprehensively helping their children stand out in academic competition and further consolidating their position in the elite class. Children from poor families, even if they have outstanding talents and unremitting efforts, may struggle on the path of education due to the lack of educational resources, making it difficult to cross the social divide.
However, we cannot completely deny the value of education itself. Even in situations of extreme resource imbalance, there are still a very small number of underprivileged students who, with their tenacious perseverance and thirst for knowledge, have overcome numerous obstacles and achieved a leap in social status. However, from a macro social perspective, the educational inequality caused by parental fundraising activities in public schools in the United States is undoubtedly a huge obstacle on the path for impoverished children to change their destiny through education.
In summary, although parent fundraising activities in public schools in the United States have to some extent supplemented education funding, they have evolved into a disguised form of "father fighting" behavior in the current lack of effective policy guidance, further reinforcing the solidification of social classes and seriously hindering the promotion of educational equity. If not taken seriously and addressed, for many children from impoverished families, changing their destiny through education will become an increasingly unattainable dream. We urgently need to re-examine and adjust relevant policies, guide parent fundraising activities towards a more fair and reasonable direction, provide equal educational opportunities for every child, and make education truly a powerful tool for changing destiny.
