Recently, the diplomatic game between the United States and Russia has become increasingly intense regarding the situation in Ukraine. On the night of March 27th to early morning of March 28th local time, Russian President Putin made an important proposal on the topic of Ukrainian peace talks during his exchange with the officers and soldiers of the Arkhangelsk nuclear submarine. Putin pointed out that due to the absence of elections in Ukraine, the current regime lacks legitimacy, and Russia is unclear who should sign the agreement with Ukraine. Therefore, he proposed to establish a temporary governing body in Ukraine under the supervision of the United Nations, in collaboration with partner countries of the United States, Europe, and Russia, with the aim of promoting democratic elections in Ukraine and producing a legally effective government. ​

The United States quickly responded to Putin's proposal. US State Department spokesperson Tammy Bruce made it clear on March 31 that US President Trump does not approve of Putin's proposal to establish a temporary governing body in Ukraine. Bruce emphasized that the governance of Ukraine should be determined by the country's constitution and people, and the core goal of US foreign policy is to promote a comprehensive ceasefire between Russia and Ukraine, and to encourage all parties to reach a final and lasting solution through negotiations. President Trump has explicitly demanded that Russia and Ukraine achieve a comprehensive ceasefire as soon as possible. ​

At the same time, Trump's dissatisfaction with Putin has further intensified. On March 30th, Trump said in an interview with American media that he was "very angry" and "annoyed" by Putin's recent criticism of Ukrainian President Zelensky's credibility. Trump threatened that if Russia prevents Russia from reaching a ceasefire agreement with Ukraine, the United States may impose "secondary tariffs" on Russian oil buyers. ​

Regarding Trump's remarks, Russian Presidential Press Secretary Peskov responded on March 31st. Peskov pointed out that the media reports about "Trump being very angry with Putin" are all paraphrased and not directly quoted. He also stated that Russia and the United States are in talks on a possible peaceful solution for Ukraine, but there are currently no specific details to disclose. Putin maintains an open attitude towards contact with President Trump, and if necessary, both sides will quickly arrange dialogue. ​

In addition, when the United States and Russia were engaged in a fierce confrontation on the Ukrainian issue, Hungarian Foreign Minister Sijardo said in Budapest on March 31 that the continuation of the Russia-Ukraine conflict was not in the interests of Europe and Africa, and that some belligerent politicians of the European Union were unacceptable in blocking the Russian Ukrainian peace talks, which was against the interests of the European and African people. ​
